The Technical Services Division is headed by a Director. The Director Technical Services reports directly to the Director General and is responsible for the following activities.

  • Ensuring that equipment and telecommunications are operational and meet the required WMO standards and procedure in order to fulfill national and international obligations;
  • Planning the development and expansion of meteorological and climatological station network;
  • Ensuring the maintenance of an effective, efficient and up-to-date ICT activities in the Agency;
  • Coordinating and implementing activities of WMO Commission for Instruments and Methods of Observation (CIMO);
  • Maintaining of operational standards for climatological, agrometeorological and rainfall stations.
  • Developing and maintaining Quality Management Framework for provision of weather, climate and related services; and
  • Ensuring divisional performance/financial targets are met

The Technical Services division comprises of three major sections, namely:-

The Manager for Technical Services report directly to the Director Technical Services and is responsible for the followings:

  • Installation, repairing and servicing of meteorological equipment and instruments;
  • Coordinating and processing the acquisition of relevant equipment for the Agency;
  • Maintaining an efficient telecommunication system for rapid collection, dissemination and exchange of meteorological data and products;
  • Foreseeing technological changes;
  • Calibrating and inter-caparisoning of meteorological instruments and development of maintenance standards and procedures;
  • Evaluating meteorological equipment projects in liaison with relevant Divisions;
  • Fabricating some meteorological instruments and other products
  • Ensuring performance/financial targets are met.

The Manager for Information and Communication Technology (ICT) reports directly to the Director Technical Services and its main duties are:

  • Overall management and development of the ICT activities in the Agency
  • To coordinate and implement activities related to acquisition, installation and efficient performance of Information and Communication Technology (ICT) in the Agency;
  • Monitoring use of software, including arranging appropriate licenses;
  • Maintenance of Local Area Networks (LAN) and telecommunication circuits;
  • Maintaining and administering the TMA website and Intranet;
  • Operating and managing email and Internet operations in the Agency;
  • Providing support, assistance and guidelines to staff in the use of their ICT equipment;
  • Perform ICT training to other members of staff;
  • Carry out System development and designs;
  • Providing expert input and advice to the Management on all matters relevant to ICT; and
  • Ensuring performance/financial targets are met.

The Manager Quality Assurance and Network Planning reports directly to the Director Technical Services and is responsible for the following duties:

  • Maintaining equipment standards and telecommunications procedures as specified/outlined WMO.
  • Ensuring full application of WMO guidelines of meteorological equipment and systems.
  • Participating in identifying the need for and planning of network expansion and development to facilitate smooth meteorological data capture.
  • Coordinating the documentation of processes and procedures that will ensure that services and products provided by the Agency meet specified standards of quality to the expectation of both internal and external customers.
  • Coordinating benchmarking of processes and procedures, updating and using the results to close performance gap.
  • Working towards an appropriate quality certification.
  • Ensuring quality and homogeneity of meteorological data in the country (by adhering to standards of instruments and observations).
  • Maintaining an efficient climatological station network.
  • Planning operational procedures for enhancing meteorological observation.
  • Preparing technical guides for the use and operation of meteorological equipment and instruments.
  • Ensuring performance/financial targets are met.
